Coverage expands only when an official record can be admitted and mapped without changing what it measures. The catalogue is deliberately bounded; absence is shown as absence, never filled with an estimate.

What the ledger publishes.
A published record answers five questions before it presents a number: which model or entity the source names, which geography the value covers, what statistical subject it measures, which period or census date applies, and which official evidence supports it.
When two retained snapshots use the same definition, time grain and coverage, a verified difference can become a change event. When those semantics differ, the ledger marks a history break. A single dated fact remains a single fact; it is not described as a trend.
The current public catalogue contains two model identities, two markets and three admitted original facts. That narrow coverage is visible throughout the site so readers can understand both what the research establishes and what it does not establish.
